Top part is Hungarian maybe but it's the given name of one of the Imgberges.
Letter says, "Regards from my son in the military to my dear father Imgberge. I'm sending you a picture from my son in the military." (numbers blocked by ink)
Purple stamp says, "Foto. E.Cwirko-Godycka, Dębica, ul.Zandera" which is the name of the company (E.Cwirko-Godycka), city (Debica/Dembitz in Tarnow), street (Zandera).
