“To my dear brother (Benjamin) for memory from unforgettable sister Klara.”
The word I translated as unforgettable (or memorable) is odd because it is usually used when talking of somebody deceased, but it appears that Klara is sending a picture of herself.
And of course, you can see the date 1924, and Tighina, which is not written in Russian. I looked it up: it's a Romanian name of what I know as Bendery.
Left side vertical writing: “Use the photo to judge the look” (some popular saying?)
Right side vertical writing: “I have a haircut in this picture” (though I am not sure of the word haircut, as it is misspelled; looking at the picture might help).
